Verification of large-scale vacancy availability at district panchayat levels
Affidavits and vacancy charts submitted during the Supreme Court proceedings confirmed that approximately seven thousand five hundred vacancies remained available across Zila Parishads in the State, with fresh recruitment examinations already underway. The undisputed existence of these vacancies eliminated any defense of administrative impossibility raised by authorities regarding the absorption of meritorious candidates. Consequently, candidates falling between the last appointee of the initial 2012 select list and the cut-off of the November 2016 revised list established a clear, enforceable right to consideration.
