Judicial intervention through expert committee evaluation of answer keys

Upon examining the validity of the question papers and answer keys, the High Court in Ramdhan Kumawat v. State of Rajasthan directed the State Government to appoint an expert committee comprising senior university professors to prepare fresh model answer keys based on standard textbooks. The expert committee was mandated to invite objections from candidates, review them transparently, and submit final model answer keys to enable the preparation of a revised merit list. To balance equities and avoid administrative chaos, the High Court directed that candidates already appointed who figured in the revised merit list should retain continuity of service, while those appointed who failed to make the revised list should be accommodated against available vacant posts without being abruptly ousted from service.
