Primacy of statutory compliance over parallel conflicting proceedings
When competent administrative departments pass comprehensive reasoned orders pursuant to directions issued by appellate courts regarding land use and licensing validity, such orders occupy a distinct legal standing. Judicial forums must avoid rendering decisions that prejudice pending statutory appeals or undermine ongoing administrative proceedings concerning the same subject matter. Allowing conflicting judicial pronouncements to operate simultaneously creates severe institutional confusion for both regulatory authorities and private litigants. Harmonious judicial management requires keeping specialized tribunal proceedings in abeyance pending the final outcome of comprehensive writ petitions challenging core administrative orders.
