Temporary appointments made under Rule 10(a)(i) are designed for immediate filling of vacancies arising from emergencies in public interest where regular appointments would be unduly delayed. Rule 10(a)(i) appointments are strictly temporary, limited to a maximum period of one year, and subject to automatic termination and replacement by approved regular candidates. Employees appointed via Rule 10(a)(i) enter service outside the regular statutory procedure and cannot claim seniority based on temporary service prior to regularization.
