Past valuable services rendered by government employees on an ad hoc or temporary basis can be counted for pensionary benefits if permitted by specific rules, ensuring such service is not completely wiped out upon regularisation. However, such past ad hoc or temporary service—whether rendered by special absorption candidates or compassionate appointees—cannot under any circumstances be utilized to claim seniority over regular direct recruits. A government employee cannot claim seniority from the initial date of entry if their initial appointment was purely temporary, stopgap, or outside regular recruitment rules.
