Dynamic Nature of Generic Referential Incorporation:

Legislation incorporating another body of law by general reference adopts that law dynamically as it stands when invoked. General referential terms (such as "personal law") automatically incorporate all subsequent statutory amendments, modifications, and legislative developments over time. In contrast, specific referential incorporation (referring to a specific provision of a specific act at a fixed point) does not automatically absorb subsequent amendments. Unless an express restriction exists, referential terms are presumed to reflect the prevailing legal state at the moment succession or the cause of action arises.
