Legitimate expectation may arise from published admission conditions
Candidates could rely on the prospectus issued for the admission session. It specified the classes whose achievements would be considered. The revised prospectus retained the same condition. The later expansion departed from that communicated position. Fair administration requires attention to expectations created by official notices. Such expectations are assessed with the governing policy and circumstances. The Court found the post facto modification unfair in this case. The decision stresses consistency in public admission processes. Divjot Sekhon v. State of Punjab and Others | 2026 INSC 26
