Inapplicability of Section 29(2) savings clause to quasi-judicial tribunals

Section 29(2) of the Limitation Act, 1963 applies exclusively to proceedings, suits, appeals, or applications that are instituted before civil courts under special or local laws prescribing a different limitation period. It cannot be invoked to import the provisions of Sections 4 to 24 into proceedings pending before quasi-judicial tribunals or statutory authorities. Consequently, the argument regarding the absence of an "express exclusion" of Section 5 under a special law is irrelevant when dealing with a tribunal, because the foundational requirement of Section 29(2) itself is not attracted to quasi-judicial forums.
