A difference of judicial opinion is not by itself misconduct
The Court noted that another person might have reached a different conclusion. A different conclusion does not by itself establish misconduct. Judicial officers must decide cases through independent adjudication. Disciplinary action cannot simply punish a debatable judicial view. There must be material supporting the charge of misconduct. The four bail orders were examined in this context. The Court found no sufficient basis to infer corrupt motive from them alone. The disciplinary conclusion could not stand on that reasoning.
