Continuity of pre-bifurcation laws
Section 100 addresses the territorial extent of laws in force before the appointed day. Section 101 empowers adaptation or modification by the appropriate Government. Section 102 permits courts and authorities to construe laws to facilitate application in successor States. These provisions are to be read together. The statutory scheme seeks continuity during State reorganisation. The mere creation of successor States did not invalidate the notification at issue. Pre-existing instruments continued unless lawfully changed. The Court applied this scheme to the ACB notification. (The Joint Director (Rayalaseema), Anti-Corruption Bureau, A.P. & Anr. v.
